Jack Roberts is a dedicated public servant with almost 30 years of service to the nation and local community. While a high school senior, Jack enlisted in the U.S. Air Force. After graduating from Big Bear High School, Jack left for basic training in San Antonio, TX, followed by Firefighter training at Chanute AFB, IL. Jack’s first permanent duty station was Sembach AB, Germany where he earned his Associate's degree in Fire Science. At his second duty station of McChord AFB, WA, Jack was deployed to the United Arab Emirates in support of Operation Southern Watch. After his four-year enlistment, Jack returned home to Big Bear and started commuting to Cal Poly Pomona while working at Big Bear Bikes and Snow Summit.
While attending Cal Poly Pomona, Jack enrolled in the Air Force ROTC program at Cal State San Bernardino. Upon graduating from Cal Poly Pomona with a Bachelor’s degree in Political Science, Jack was commissioned in the Air Force as an Officer. His first duty station as an officer was Randolph AFB, TX where he completed his Master of Public Administration degree. At Randolph AFB, Jack worked at Headquarters Air Education and Training Command for industrial engineering studies as well as the Air Force Manpower and Innovation Agency.
Jack’s second assignment as an officer was to the Pentagon where he continued to work programming for Air Force education and training and managed the $1.4B Air Force STP account. While at the Pentagon, Jack deployed in support of Operation Iraqi Freedom – doing work in Iraq and Qatar. After his deployment, Jack continued to work in the Washington D.C. area for the National Guard Bureau, working as a programmer for the $10B annual budget. While at the National Guard Bureau, Jack was selected for and attended the Marine University’s Marine Command and Staff College master’s program in-residence. Additionally, Jack served as a squadron commander for a forces support squadron. Jack culminated his career at the rank of Lieutenant Colonel as the Director of Education and Training for the Air National Guard: serving the educational and training needs of 106,700 military members and 20,000 civilian employees with an annual budget of $350M.
Since retiring from the Air Force, Jack and his family returned home to Big Bear Lake. Jack’s four children have been students in Bear Valley Unified School District for the past 10 school years. Jack has worked for three different public agencies in the Big Bear Valley. Jack has also been issued two patents by the U.S. Patent Office for his recent portable lighting system inventions.
Jack was elected to and served on the Bear Valley Community Hospital District and was elected to the Bear Valley Unified School District Board, which he continues to serve.

Dr. Foulkes worked closely with Mr. Mike Clifton to construct the Varsity Girls Softball Field at BBHS.
Mrs. Cathy Herrick

Vice President/Director of Operations/Senior Account Executive for Parallel Broadcasting, Inc., dba KBHR-FM Radio. Previous advertising media experience includes J. Walter Thompson and Focus Media/Media Supervisor and Los Angeles Market Radio Buyer for Focus Media. Previous business experience includes positions held at the Boston Museum of Fine Arts and Citizen’s Energy.
Raised in Medford, Massachusetts relocating to Los Angeles in 1986. Received a Bachelor of Arts in Art History from Tufts University.
Mrs. Herrick has resided in Big Bear since 1995. Her daughter attended BVUSD schools from Kindergarten through 12th. She volunteered at each of her daughter's school sites and was an active participant in the parent supported Booster Clubs at each site. Acted as President of BBES Booster Club 2006-2009 and President of BBMS Booster Club 2010-2011 school year. Also, an active participant on individual school committees and district committees including the Budget Advisory Committee, Healthy Start LEA Oversight, Citizen’s Bond Oversight Committee, and the LCAP Advisory Committee.
Community involvement includes Rotary, Chamber of Commerce, Snow Summit Race Team, Big Bear Cycling Association, Girl Scouts of San Gorgonio Council, and the Big Bear Yacht Club.
Hobbies and interests include traveling, boating, and enjoying the beauty that is Big Bear.
Ms. Susan (Sudie) Smartt

Ms. Smartt has been a resident of the Big Bear Valley for over 20 years; 19 of those years were spent teaching at Big Bear Elementary School. Ms. Smartt’s daughter and son graduated from Big Bear High School and Chautauqua High School respectively. Ms. Smartt spends her spare time reading, traveling, skiing, hiking, horseback riding, and engaging in Pilates.
