MESSAGE FROM SUPERINTENDENT MANNY MARQUEZ

Dear Bear Valley Unified Community,
It is with great pride and commitment that BVUSD presents the Master Plan for English Learners, a comprehensive guide designed to support the success of our English Learner
(EL) students. At Bear Valley Unified School District, we believe that every student—
regardless of their language background—deserves equitable access to a high-quality
education that fosters academic achievement, cultural pride, and lifelong success.
Our EL students bring a wealth of knowledge, resilience, and diverse perspectives that enrich our schools and community. This plan reflects our dedication to providing them with the resources, instruction, and support they need to thrive.
It is built on the principles of equity, inclusion, and empowerment, ensuring that EL students receive targeted instruction, meaningful engagement, and pathways to college and career readiness.
We recognize that language acquisition is not just about learning English—it is about preserving and valuing students’ cultural identities while equipping them with the skills necessary to succeed in a multilingual, global society. With this in mind, our EL Master Plan focuses on:
- High-quality instruction and curriculum tailored to diverse language proficiency levels.
- Robust support systems for EL students, including intervention programs and academic counseling.
- Professional development for educators to enhance language acquisition strategies.
- Family and community engagement to create strong partnerships that support student success.
I want to express my gratitude to our dedicated educators, families, and community partners who have contributed to shaping this vision. Together, we will continue to uplift and empower our EL students, ensuring that they have every opportunity to reach their fullest potential.
Thank you for your unwavering support and commitment to the success of all students in Bear Valley Unified School District.
Sincerely,
Manny Marquez
